President Grover Cleveland c. 1892

On July 3, 1894 President Cleveland ordered the federal troops to move into Chicago. Cleveland reportedly declared, "If it takes the entire army and navy of the United States to deliver a post card in Chicago, that card will be delivered." Illinois Governor Altgeld was not advised of this serious escalation and was justifiably outraged. Library of Congress Prints and Photographs Division, LC-USZ62-48559.
