5. Note some discrepancies in section numbers between the two sources. According
to Maureen Wall in The Penal Laws, Irish History Series No.1, Dublin Historical
Assn. (Dundalk 1976), this statute was the first in Ireland to apply to all priests,
diocesan as well as regular. She says Queen Anne was reluctant to sign this statute,
as possibly having the ultimate effect of depriving Irish Catholics of the right
to practise their religion as guaranteed by the Treaty of Limerick. As passed,
sec. 5 limited the statute to 14 years. But see, 8
