71. According to Maureen Wall, The Penal Laws, the purpose of this act 
was to remedy the oversight in 2 Ann c.7 and include priests who weren't in the 
country on the exact date in 1704. Note this act does not have a sec. 3 This act 
was made perpetual by <a href="chron-anne.html#8Ac3s17">8Ann c3.</a>.
